Edward P. Richert M.D. entered into private practice in Alturas and became Modoc County Health Officer in 1980. He is currently contracted to Modoc Medical Center to provide hospital and clinic medical care. Dr Richert completed medical school training at the University of Illinois, Chicago and residency training in Family Practice and Fellowship in Family Practice at General Hospital Ventura County. Dr. Richert is married with 6 children and has been a member of the First 5 Modoc Commission since inception in 1999.

Gary Jones-Modoc County Superintendent

Mr. Gary Jones is the Modoc County Superintendent of Schools. Mr. Jones began his teaching career in Modoc County. He has held teaching and administrative positions in two of the county's school districts. Mr. Jones believes that establishing personal and professional relationships between school administrators, teachers, community leaders, parents, and students is essential to providing the best opportunities for the youth of our county. As a result of this belief, he enjoys visiting all the schools and youth-focused programs on a regular basis as well as attending community events throughout the county.

Alice Lybarger-Early Head Start Director

Alice Lybarger is the Director of Modoc County Office of Education Early Head Start Program in Alturas and Tulelake. She has over 30 years of experience working in the Early Childhood Education field as Preschool Teacher, Child Care Administrator, Early Intervention Teacher, and Director. Mrs. Lybarger worked with Modoc Child Care Council, and the Modoc County Office of Education Infant/Preschool Special Education Program before joining the Early Head Start Program in 2000 as the Assistant Director. She is a member of several professional organizations that promote early childhood education and services to children 0-5 including the National Association for the Education of Young Children, Zero to Three, California, Regional and National Head Start Associations and the Infant Development Association. Mrs. Lybarger has two children and has been a member of the First 5 Modoc Commission since it's inception in 1999.

Mrs. Crosby was born in Juneau, Alaska and graduated from Chico State University with a Bachelors of Science in Nursing. Mrs. Crosby is married with 3 children and has the honor of being Modoc County's first positioned County Public Health Nurse. She has been employed with Modoc County since 1996. From 1996-2007 she also held the position of Maternal Child and Adolescent Health (MCAH) Director for Modoc County. As the MCAH Director she was able to access, review and collect data on this population in order to improve health outcomes for this population. Many of our Public Health Programs are based on the Modoc County MCAH Five Year Needs Assessment. Mrs. Crosby is committed to the families and communities through partnerships. Her experience as a parent and her personal knowledge and practical perspective of the needs of children and families in our County.

Lisa Townsend-Surprise Valley Child Development Center

Ms. Lisa Townsend is serving on the First 5 Modoc Commission for the second time. Ms. Townsend lives on the Paiute reservation of Fort Bidwell with her husband and 4 children, Randi-2, Taylor-8, Adrianna-12, and Ty-14. Ms. Townsend is currently working as a homemaker for her family. She has lived in Modoc half of her life and used to visit her grandparents here as a small child. Over the time Ms. Townsend has lived in Modoc she has worked with children at Early Head Start, served as the Program Manager for the Fort Bidwell Child Care Center, and helped setup the WIC program in Fort Bidwell and Cedarville. In 2001 Ms. Townsend was a recipient of an award for helping children with special needs. Ms. Townsend believes it is very important to advocate for children and families.

Shorty Crabtree is curently the Vice Chair for the Modoc County Board of Supervisors. Mr. Crabtree's current term runs through 2013.
